Chill a martini glass by placing it in the freezer for about 15 minutes.
Spread some syrup on a shallow plate, and mix sanding sugar and coconut on a separate plate. Dip the rim of the glass first into the syrup, then into the sugar mixture.
Put some ice in a cocktail shaker, and add vodka, cream, grenadine, and vanilla syrup. Shake vigorously for around 20 seconds until the shaker becomes very frosty on the outside.
Pour the cocktail into the prepared glass through a strainer. Decorate with a Peeps chick for garnish.
